Jane B. FredmanJane graduated from the University of California at Davis in 1982 and received her law degree from the University of Denver College of Law in 1987 (Order of St. Ives). After law school, Jane worked at two litigation firms managing commercial and personal injury suits and defending workers compensation claims. In 1993, she was hired by El Paso County to help solve the financial dilemma caused by the insolvency of four large local improvement districts financed by tax-exempt bonds. Jane then served for three years as the county human resources manager before moving on to a position as a senior attorney with Colorado Springs Utilities, the local municipal utility company. She provided legal support for the development of electric generation facilities and was principal legal advisor to the human resources department, responding to federal and state charges of discrimination and representing management in termination and disciplinary appeals. Jane also participated in the development of new products and services for the utility. She has broad experience in drafting, reviewing and negotiating contracts related to real estate, business and construction. Jane serves on several local non-profit and public boards. In her free time, Jane enjoys spending time with her family, preferably while on a bicycle.
